A lot of people assume replacing a water heater is a simple swap. Sometimes it looks simple from the outside. The old one comes out. The new one goes in. Hot water comes back. But that is not how I look at it, and it is not how Loudoun County looks at it either. Loudoun County provides a plumbing permit application that specifically lists water heaters, provides a separate gas permit application for gas-related work, and handles permit submission online through LandMARC.
Why permits matter more than homeowners think
When a water heater gets replaced, the issue is not only the appliance. The real issue is whether the installation meets code, whether the fuel connections are handled correctly, whether the venting is right, and whether the system is safe for the house and the family living in it.
Loudoun County states that all building permit applications must comply with the 2021 Virginia Uniform Statewide Building Code. Virginia’s Department of Housing and Community Development also states that the Uniform Statewide Building Code applies to the maintenance, repair, or renovation of existing buildings and systems.
That matters because a water heater replacement is not something I want treated like a cheap appliance delivery. I want it treated like what it is: a plumbing system component that affects hot water, pressure, safety, fuel connections, and code compliance.
What Loudoun County shows on its permit forms
Loudoun County makes this pretty clear.
The county’s plumbing permit application includes water heaters in the listed plumbing work categories. The county also publishes a separate gas permit application for gas work. Online applications are processed through LandMARC, which is Loudoun County’s online land management system.
For inspections, Loudoun County says plumbing and gas inspections are scheduled through LandMARC.
So when I look at a replacement, I am not guessing. I am looking at whether the job falls under plumbing only, plumbing plus gas, or a larger upgrade path.
When a water heater replacement gets more complicated
This is where homeowners can get tripped up.
Standard like for like replacement
If you are replacing one tank water heater with another tank water heater of a similar type, the job is usually more straightforward. That does not mean it should be casual. It still needs to be installed correctly, and the county’s plumbing permit framework still matters because water heaters are listed on the plumbing permit application.
Gas fired water heater replacement
If the replacement involves gas work, that adds another layer. Loudoun County publishes a separate gas permit application, and the county announced that plans review is required for some residential fuel gas permits beginning October 1, 2025.
That means gas water heater replacement is not something I would ever treat like a casual handyman job.
Tank to tankless conversion
This is where people get surprised.
A tankless upgrade can involve different venting, different gas demand, plumbing changes, and a different installation footprint. In Loudoun County, that can put the job deeper into permit review territory, especially if gas work is part of the scope. The county’s current published guidance on some residential fuel gas permits makes that even more important now than it used to be.
What inspections tell you
I always tell homeowners this: inspections are not paperwork theater. They are one of the ways the installation gets checked for compliance and safety.
Loudoun County’s fee schedule shows that plumbing permits and gas permits for one and two family dwellings include two inspections. The county also lists additional reinspection fees.
That tells you something important. The county expects these jobs to be reviewed, not guessed at.
What this means for Loudoun County homeowners

- Do not assume your water heater replacement is too small to matter.
- Do not assume a store bought unit and a fast install are enough.
- Do not assume tankless is a plug in upgrade.
- And do not assume gas work should be handled without full attention to permit and code issues.
Loudoun County requires permits before beginning residential or commercial construction work from the appropriate county agencies, and residential permit applications can be submitted online through LandMARC or in person through Building and Development.
The real risk of skipping the right process
I have seen homeowners focus so much on getting hot water back quickly that they do not stop to think about the long game.
The long game is this:
- Was the installation done correctly?
- Was the right permit path followed?
- Was the gas work handled properly?
- Was the venting correct?
- Will the installation hold up when the home is sold, inspected, or reviewed later?
Those are the questions that matter more than a too-good-to-be-true price.

If you are replacing a water heater in Loudoun County, I believe you should treat the project like real plumbing work, not like an appliance swap. The county’s own forms, permit portal, inspection process, and fee schedule all point in that direction.
That does not mean every job turns into a nightmare. It means the job should be handled properly from the start.
